Commercial Property Assessed Clean Energy (C-PACE), referred to as C-PACER in Tennessee, is a financing tool that allows commercial property owners and developers to fund energy efficiency, water conservation, renewable energy, and resiliency improvements through low-cost, long-term, fixed-rate financing. Enabled by state statute, C-PACE programs are administered at the local level by counties and municipalities and are repaid through a voluntary assessment on the improved property.

In Tennessee, the addition of “Resiliency” to the C-PACER statute underscores the program’s expanded scope, allowing projects that strengthen buildings against environmental and infrastructure risks. With additional states poised to adopt similar legislation, C-PACE continues to gain momentum as a flexible and cost-effective development and redevelopment tool.
